2003 crownline 202 br 5.7 gsi penta not starting

It turns over and fires if I put gas in tb. But .... I have 12 volts to coil on fpr, but won't close relay, relay closes fine when I pull and wire to battery. I also have voltage across relay plug for contacts. When I jump them out w a paper clip fp runs but no gas gets into tb. There is fuel entering as I pulled the hoses and gas pumps out.
My questions are why won't the relay close on the 12 volts in the socket. And why isn't fuel going into throttle body.
Been messing w this since Sunday and so fustrated, read all I could online and decided it's time to ask directly

Any ideas at all? I am at a loss and would take any advice on where to look. 🙈

need serial number or full model number so we know what you have.
Picture of the relay that your jumping would help.

I was basically jumping the contacts closed. But puzzled why the relay coil wasn't working off the 12 volts there

Many newer vehicles (cars and boats) have 12 volts available when key is turned on. Relay (or other device) does not move until some other device (engine control module) applies a ground to the other side of relay. I think you are going to need wiring diagrams (schematics) for the boat.
