Reverse is so stiff

Hi guys just need to know why my reverse is so stiff, all shift cables are new or in perfect working order.
What I've got is a Volvo Penta 290 stern drive. Are these Drives always this stiff to shift into reverse. Forward is fine no a problem.

I'll toss out a idea.
If your cables are in fact moving free and your shifter is in good working order then i would look at the transmission.
There is a split ring keeper on the bottom that is a maintenance item and needs replaced sometimes. It can cause hard shifting and there is a easy way to check it without removing the transmission.
Take the top cover off and you will see a big nut. Shift trans into fwd or rev and turn it till you see the nut lift up. Once its up measure the clearance between the nut and bearing.
It needs to be between 0.004-0.020th If more then the max it needs replaced.
If it needs replaced its a great time to change the bellows also and the entire job takes a hour and 1/2 at most and don't forget to change the o rings also.
