1999 Volvo Penta Fuel Flooding Issue

I have an 18' boat with a 4.3L Volvo Engine. When I start it on my driveway, it turns over and starts with no problem, but when I take it to the ramp, it will not start sometimes. I feel like it may be flooding for some reason. The last few times, I pulled it on level ground and turned it over for a bit until it starts, and then pulled down the ramp and started it, runs fine the rest of the day. Could this be a simple carb adjustment or am I having some sort of float issues in the carb?

welcome aboard

if its flooded, it should start with the throttle a little further open. however dont guess, pull the spark arrestor and look. if its flooded, there would be fuel puddled on the floor of the intake.

my first thought is miss-adjusted choke, or the anti-siphon valve is open, and the fuel actually ran back to tank. could be flooding from a leaking carb, or faulty needle and seat.

Might also have a very weak fuel pump or carb float level issue
