Throttle problems

My 9.9 gamefisher motor runs great at idle to mid range then it acts like it's either getting too much air or too much fuel, my fuel mixture is probably around 43:1 mayb 48:1 so I don't think that's the problem, I'm not sure how to really gain access to the carb and fuel lines to make sure they are clear, I did however get a camera to where I can see the butterfly valve and it appears to work fine, any ideas would be great. Also how do I take the lower engine cover off? Do I need to actually take the engine out? Thanks for the help
