5HP briggs & Stratton Outboard Problem

I have a 5hp Briggs & Stratton outboard that starts easy and idles fine but when I try to accelerate it there is where it starts to surge badly. I have replaced the carb with a new one as I could not find gaskets to use when I cleaned the old one. Also new fuel pump, filter and gas. I have heard something about a rev limiter but don't know where its at of if this has one. Any help would be appreciated.

The early motors did have a rev limiter problem but I don't know the symptoms.
I did a search for "briggs and stratton outboard service manual"
A briggs site came up referencing outboards.
I think a manual is a good place to start.Probably pricey but may be a big help.
