1973 Montgomery Ward Sea King - prop not turning

I am working on a 1973 Montgomery Ward Sea King 7hp outboard. Engine is running great, but prop not turning. There is alot of play in neutral/forward switch. Any suggestions?

Well, I think I've narrowed it down to the cylinder that controls the neutral/forward switch. Not sure what this part is called. Does anyone know where I can get a schematic of the motor?

Did you check the shear pin?

Yes. I have a different issue now. I bought a new clutch and a clutch cam. The shear pin is good. Is there a certain way that you have to line the clutch and the clutch cam up? Motor runs, but the prop is not spinning in forward position.
