Ted Williams 7hp outboard transmission trouble

I have an older Ted Williams 7 hp outboard, that I have been working on. It seems that the shift lever is stuck, possibly in reverse. I know nothing, about the way these transmissions work! So what Iam wondering is what exactly the shift lever does? Do I actually have 3 positions forward, neutral, and reverse? Or is it just forward and reverse? Is it possible to start the engine with the trans. engaged? Also if I take a part, could it be something as simple as the linkage being stick, or seized up from it sitting for so long? Any help on this matter would be a great help! Thank you!

If your engine is anything like mine, the lever in the horizontal position is neutral and up is drive. No reverse. Try flipping the lever while turning the motor over slowly and see if it will engage. If that does not work then you may have to unbolt the power head from the leg, the whole clutch assembly is just below where they meet.
