1935? elto n ?yr 8hp sea king

Good evening all! I have this small Elto/ Evin serial #4207-01421. I think its a 1935 but not sure. not sure of the hp. either, maybe a 2 0r 3? The Elto I bought from a garage sale frustrated owner. He couldn't get it running, took it for $25
and that evening after tinkering with the ignition points I got it to run beautifully . A couple of years ago we had a really hard freeze in south Texas and foolish me I left it outside on a barrel and haven't been able to get it to run since. Did the freeze hurt it possibly? Just today I noticed piston had froze stuck with a bit of rust. With some pure gas and some WD40
in the cylinder it came loose again. Want to reset points and clean carb again. Does anyone know the point gap for this Elto?
For my second engine I have an 8 hp. Sea King that I picked up from a neighbor and his son for nothing. I'm not sure the year because the I.D. tag is really faded and can't read it. I got this engine running but after some frustrations with it I gave up a few years ago. If you guys out there can help me identify both engines I would really appreciate it. I have researched this engine but seems to jump from 6 hp. to 9 hp. and up. I did get it running before I gave up. Needs new steering handle and recoil. Thanks again!

The Elto is a 1937, 1.6hp.
The Sea King is plainly marked 8hp, I'd guess from the 1970's era.

EDIT: It looks like the 8hp Sea King was offered in 1964 and 1965.

EDIT, EDIT: You may already know this, but the Sea King was made by Chrysler.

EDIT, EDIT, EDIT: If you can make out two numbers, followed by an "X" on the Sea King, that will tell the exact year. Just reverse the numbers. 17X, reversed would be 71...a 1971. Likewise 56X reversed would be a 1965.
