Elgin 2hp 1958 gasket problem?

I picked up a 1958 Elgin 2 hp (see photo). The trouble is runs only at one idle speed - my friend thinks it is sucking in too much air and needs a new gasket.

Work so far that I've done:
- cleaned pts
- new spark plug
- new gas line
- new gasket for carb.

Your wisdom and experience will save me a lot of time and headaches! Like to put this light motor on my canoe this fall.

Motor was built by West Bend.Do you have a service manual?
Needs a gasket where? What does it act like? does it sneeze? Does it shudder.
Have you attempted to adjust the high and low speed needle valves?
Initial setting is one turn open from gently bottomed. then adjusted at speed in gear.
does the gas flow freely out the carb end of the supply line.is the tank vent open and clear.
Have you serviced the carb?Is the link and sync adjusted correctly.

So, as I understand it, it runs when the throttle is set at "slow"? What happens if you move the throttle toward "fast"? Chug? Quit?

OR....

Are you saying it runs slowly when the throttle is set at "fast"? In that case, what happens if you move it toward "slow"? Keep running slowly? Spit and sneeze? Quit?

"Needs a gasket" doesn't make a whole lot of sense.
