Welcome to iboats.

A 2 stoke will run with 70 lbs per cylinder however, your main concern should be if the rings are loaded with carbon. De-carbonizing most 2 strokes is a great maintenance item. If it is unknown I would do it. Actually fairly easy on a small portable by spraying seafoam into the cylinder(s) and let it sit overnight. That will loosen up the carbon.

Does it run now? You can de-carb with it running. Good little motors and as with all small motors be certain your carb is clean and all the tiny passages are open.
