Video of my 1.2 Gamefisher (Tanaka) run after servicing

Just serviced it and it is running good. Albeit a small fuel leak from the carb bowl, which I have to investigate.
Any idea why the previous owner covered the two small holes in the exhaust pipe (about half way down) with Aluminum foil tape? What do they do anyway?
