How to make my own outboard motor mount bolts

I have a Tanaka 300 and had to cut off the old bolts- completely rusted on. I cant find replacements, and want to make my own. I do not need the handle on one end, can just mount it with a socket, but how do I mount that cone base on the portion that touches the transom? Any ideas? Thx...

Cut an "X" on the end of the threaded shaft and peen the end over the pad.

If you don't have any luck attaching old pads maybe attach a small metal plate(maybe aluminum) to inside of transom for the bolts to tighten against without messing up your transom.....

Also, if those bolts could be replaced with some nice stainless steel ones it would be better in the long run....These Tanaka outboards were not designed for saltwater use in mind....several parts, bolts and items made of plain steel....that said, I've used mine in saltwater a lot and always wash motor after use and coat many items with oil/grease/protectant and so far, pretty good luck!....Great little motors!!!
