Ok I have the diagram... it's not helping.. it's the engine where it has the neutral lever connected to a wire,.
Lower unit is off and the water pump housing is staring at me. Do I need to take out the cable connected to the top? It has some sort of compression spring attached too... please help me I just got the motor running and really wanna get her done!

Yes, you have to disconnect the neutral cable at the top so you can drop the 1/4" plate that the pump is attached to. The pump and neutral clutch cable will come down with it. Don't worry, it feeds up through a tube to reinstall it. The neutral clutch spring & hub just pulls off.

Caution: If the clutch cable is frayed at the top, think twice about pulling it out. In such a situation, disconnect it, but only pull it down far enough to swing the plate off the end of the shaft (after removing the pump screws). This is doing it the hard way, so do it the right way if the cable isn't frayed.
