1992 Sunbird corsair 185 SL Gas Tank problems

I need to remove the 90 degree elbow on the top of the tank but I can't seem to get it to come off the nut around the whole fitting came loose. Is the elbow its self have to come off?

Is it a plastic tank,..?? steel tank,..?? aluminum tank,..?? fiberglass tank,..??
