1989 Galaxie 2.3l - starter?

OK... so i have a 1989 galaxie with a 2.3 l omc cobra (ford engine). I just got the boat and the previous owner had it as an unfinished cosmetic project and let it sit for 3 years, the engine worked fine before then( i know the guy and he kept it up before just letting it sit). Any-ways, I've changed fluids, plugs etc. all in preparation to attempt to start the engine. So today was my first attempt, and other than the gauges turning on , nothing! Not even a click. I tried so jump the starter solenoid with no luck. took starter off broke it down, it was all corroded inside, i cleaned it up still couldn't get anything out of it when hooking power straight to starter. My question is can i buy a regular starter from an auto zone? Or shouldnt the solenoid of at least been clicking even if the starter was locked up? Anything else im overlooking here?
