1968 evinrude sportsman 155 steering?

OK, the next thing on the long list for my 68 Evinrude Sportsman 155 is the steering. Outdrive will turn to port all the way and back just past center then locks, can not see any thing with the cables hanging up. I did not want to open up the upper gear drive to look at the worn gear but will if I have to.
Any ideas?

Center your drive, unhook steering cable, center your wheel (lock to lock) adjust cable to match drive.

This is easier said than done. I loosened the screw to the worm drive in the middle of the cables by the transom, but the screw didnt come out and I could not make any adjustments. Its like there is too much cable on one side of the worm drive and not enough on the other but I cant seem to figure out how to even them out. Please help.
