1968 evinrude 16ft sportsman 120 exust manifold question

I have a 68 evinrude sportsman 120 and i an wondering if the square cap on the front end of the exuhust manifold with the two hoses should have a plug or bolt it the hole in it. It has a 3/8-1/2" hole kinda in the center and when running some ex. comes out that hole. No water just ex. and of course it sounds like a ex. leak. originally, there was a pipe that heated your choke coming out of the front of that end cap. You could plug it.
If you have the original carb with the heated choke, it won't release properly when the engine warms up.

shop.evinrude.com has the parts breakdown with pics if you want - just select parts, then sterndrive - then go to 1968,and 120.
and you'll see part #21 0380446 HEAT EXCHANGER ASSEMBLY

still avail for $45 or so
