Water through shifter cable? Also slight hesitation?

Took the boat to the lake and ran it for three days pulling skiers, wakeboarders, tubes and just cruising. The boat ran great (for the most part) and I was very happy with it. Did have a couple small issues would like to iron out.

Had a small leak into the boat, it was in the water 4 days total, everytime I would check it there was some water in the bilge area, would pump it out (never kicked the auto pump on) and seemed like after a few hours it was back. When I got the boat out I could not see anyplace obvious. The boot looked good, all the screws were in place and looked the sealant was still intact and soft. I did notice with the stern drive raised all the way ther is a hole where the electic shift wires go through, not sure if the boot that seals it is leaking, or if there is something coming through the sterndrive somewhere?

Second thing, it did have a bog when opening up the throttle under load. When pulling a skier or just going up to plane around 2800 rpm it would make the "uuuggg" sound for just a second and hesitate, then take right off. It would do fine from 4k rpm up through 5500, just that one spot when coming up to plane. Idle was great, most the adjustment (according to the book) are for idle so not sure what it could be. The floats are adjusted good as well.

Also the boat is a 1977 Cobalt 18ft bowrider, tri-hull with 190hp OMC stringer electi shift, carb looks to be a 500 or 600 cfm with vacuum secondareis.
