4.3 l mercruiser inboard.. won't start

Dumb confession time, I left the drain plug in the boat... and it rained... a lot...
Consequently the engine bay got wet. After draining, I tried starting the engine, it kicked over a few times but never started, I carried on trying but now all that happens when i turn the key is i get a fast clicking sound.... before i tow it to the mechanic, is there something i can try?

Check the battery for state of charge
Remove and clean all connections from the bat to the starter, and include the ground connections on the block
If noting helps, pull the starter and have it tested

Could be a starting solenoid if it has one.
