So i was address an accelerator pump issue when I was putting the bolt that holds the flame arrestor on. I noticed that as i tightened it down the throttle linkage moved. I then took the flame arrestor off and threaded the bolt. It is long enough that it is holding open the throttle body plate. This doesn't seem normal am I wrong on this or is the bolt too long.

Threaded rod + jam nut then flame arrestor then wing nut. Or a trip to a bone yard to get the correct stud. One end will have only 1/2 inch or so of threads to limit the distance it can be threaded into the carb. Or just get the correct length bolt.
