Power tilt; manual release

My power tilt has stopped working on my '86 Cobra 2.5. It's the last straw. If I can get her out of the water, I'm going to pass her on to someone who likes mechanical stuff that needs lots of fixing. However, right now it's on the hoist, with the drive stuck in the down position. The water is too shallow to push the boat out to deeper water that way. The prop drags.

My manual says there is a trim/tilt manual release that you can use for emergency lowering. It doesn't say anything about using it to raise the drive. Can it be used for that too? And can a mere mortal or two physiclly raise it after releasing the manual release?
