I have a 16 foot semi deep v aluminium boat with a 50hp honda and a 2hp honda super loud kicker. I like that kicker very much except for the noise. I often go in shallow water and the 2hp is great because I can go slow and the cost to if i hit the propeller is very low. I would like to replace it with something quieter, what do you suggest? My transom is 20" With the honda bf2 i was able to go at 5.6 knots easily.

Being that your bf2 is air-cooled, any 4 stroke water cooled 4 to 8 hp motor should be an improvement over the 2.

Just running it at 1/3 throttle should be as fast, and quieter than the little motor revving way up.

Even a 2 stroke Johnson or evinrude 4-8 hp is fairly quiet.

I sold my 2004 long shaft honda bf 2 and bought a mercury 3.5 2012 (tohatsu engine) for the same price. The engine as 12 hours on it, it's really like new. So far I did some small test really really much less noise, especially at 4-5 knots. It's a great improvment without spending a penny.
