Honda 6 - 25 hp?

I'm considering buying a used Honda outboard that the seller claims is 25hp. However, on the rear of the housing is a big "6".

I can't find any reference to a Honda 6hp outboard sold in the US. Is this really a 25hp?

A 6 hp should weigh about 77 pounds.
A 20 hp, about 115 pounds.
And a new 25 hp. 160 pounds.

The top cowl from a 6 hp will not fit on a 25 hp engine.

Certainly, the seller should have an owners manual, and some other documentation with the info on it. Like a receipt, or a shop work order, or warranty card.
