My out board wont trim at speed, with the motor raised it does not drift down , would rebuilding the trim cylinder be the correct issue

Its either the cylinders or the pump. So the pump cannot put out sufficient pressure or the cylinders are leaking under higher pressures. In most cases its the cylinders and they are easy enough to rebuild

If the motor is set up with too much negative Trim you may be at the end of the trim reach.... The tilt generally wont lift while under power.
