Need help finding info on a Mercury Tracker Pro Series 60 HP/Oil Injected Outboard

Hello All,
Got a free boat with the above mentioned motor on it. SN is 0G212029 and that's about it. Looking for the specific year and a repair/maintenance manual if available. From searching, it looks like they didn't make the 60 HP-3 cylinder until 1984 but other sites show that SN to be too low for 1984. Also, interested more in a Mercury manual rather than Seloc. Follow-up question on my MERCURY TRACKER 60 ELPTO Model # 1060412RT: What is the little rubber tube on the top of the lower unit for and where does the plastic connector connect to? I can find the parts in the manuals but it doesn't show where the other end connects nor could I find any reasonable place for it to go. Tube is about 1/4" diameter and 8" long.

That tube goes to the speedometer.
