Buying Tohatsu 9.8 motor remotely from other state, what to avoid?

I am on the market for 9.8 Tohatsu / Nissan 2 stroke motor. Unfortunately none available in my surroundings... Located one. Seller is OK to ship it. But I am new to outboards and would like to know what I MUST ask the seller. He has service record for up to 2013 from the first owner. Motor was used in the salt water mostly. And its not in perfect condition cosmetically, but it sells for what 2.5-3.5 hp outboards cost in my area. Picture attached. Should I avoid it?
