I tend to think the best cruise speed is the lowest revs possible with the boat on the plane, well trimmed and happy at it...not in danger of falling off the plane and not too much bow in the water.

Then you didn't look at my graph.... MY best economy is at 27 knots..... At the speed described above, I'm almost to my WORST! Every boat will be different, and blanket statments like that are completely invalid. If you want to know where your best economy is, get a flow meter and do the tests properly....

It wasn't a blanket statement. Like you say all boats are different. Just that's what I've found (without a flow meter albeit) on any planing hulled boat I've had...and at the very least it's the most comfortable and holds the highest mechanical sympathy.
