What do you call hot at startup? Is the tell-tale water too hot to touch? Can you place your hand on the engine or is it too hot? If you have an infrared thermometer, you could get an actual reading.

The idling high is a matter of adjusting the idle limiter screw and/or cable adjustment. I wouldn't adjust, though, without an actual tachometer. Once you set the idle to the desired RPM, you'll need to adjust the idle mixture to match for smooth idling.
