1982 Mercury Thunderbolt 7.5 HP starting issue

Recently acquired the above outboard 2 stroke engine. I have to pull the choke every time I go to start the engine whether it is cold or hot. Procedure is as follows:

-Put choke on
-Pull starting rope once, engine turns over and acts like it is going to start and quickly dies
-Take choke off
-Pull starting rope once and engine fires.

I recently cleaned the carb (not a full dis-assembly, just removing the bowl and side plate and spraying carb cleaner and compressed air throughout the vents). I have noticed that the engine will struggle when the throttle is all the way off and will occasionally die out. Other than this issue the engine seems to run fine.

Any suggestions short of taking it in for a tune up would be greatly appreciated.

My Merc 7.5 usually needs choke as well, cold or hot. So, there may be nothing to fix, as long as you have done the normal carb clean and tune up stuff. I actually set my throttle up a bit to avoid any stall out when it is cold. It normally does run quite well at very low rpm though, just did not want to risk it stalling out.
