Well, there are different styles of PTT. Normally you tilt them all the way up and lock them up if then need it. You may need to help them tilt, as well. Then you fill the reservoir with trim fluid. Early Mercs used 5W-30 motor oil or Dextron II ATF. Newer models used Dextron II ATF.

After tilting the motor up, open the reservoir cap and let the air bubble out. Fill the reservoir with fluid and put the top on. Cycle the motor down and back up, open the reservoir cap and let the air bubble out. Fill the reservoir and repeat until all the air is out.

Early PTT units needed manual bleeding of the trim cylinders. What style do you have?

I don't see anything that looks like a res. It has two cylinders with Allen screws on the top. I think you would fill it there but not sure

Those two cylinders on the motor are usually connected to a pump/reservoir unit in the boat. You should be able to trace the 4 hydraulic hoses.

You might post a picture, so I can be sure what unit you have.
