2001 mercury 25hp starter removal

Can anyone offer advice on how to remove the bottom screw on the starter for this engine? This thing seems impossible to access

Also I am assuming the starters bad as the starter turns a bit at a time then engages after turning the key four or five times.

Any help is much appreciated.
