1989 Mercury has oil in the barrel of water please help

Bought this boat got it running but the idle hangs at 2000 rpm... And I'm getting all this oil crap in the water.

The oil is normal for a 2 stroke in a barrel.

On the fast idle, are the butterflies closing in the carb?

Carbs are closed ...when I loosen the four screws that link all carbs together idle goes down but as soon as I tighten the screws it goes up... It's weird im stumped

Disconnect the throttle cable at the motor. Maybe the cable or control isn't letting the linkage close the carbs.
