Mercury 2.5HP 4 Stroke won't rev past idle

I bought a Mercury 2.5HP 4-stroke off Craigslist for my son's inflatable. The guy sent me video (while speaking the date) of the motor running before I bought it. Ever since I got it home it won't run past idle. It will idle for an hour (literally) without a hiccup, but if you try to rev past idle it dies.

I've cleaned the carb.
I've drained the fuel and used fresh fuel.
I've changed the spark plug (2-3 times).

This is a pretty simple operation (air/fuel/spark) yet something is not working.

The unit looked nearly new when I bought it. Didn't even have tool marks on the inside (I don't think any work had been done on it). While I can't be certain, I don't think the guy intended to screw me, but I can't think of what could have happened during transport that would cause this situation.

I've replaced the motor with another and now I want to sell. But I don't want to hand off this problem, I'd like it working properly before I sell.

Any ideas?

Ayuh,.... Welcome Aboard,.... Did ya tear the carb down, Completely to clean it,..??

If not, I'm guessin' there's crud in the hi-speed circuit passages,...
