Carbs dripping on 85 90hp Mariner

So when I start the engine the bottom carb drips slowly and then when I turn it off the top 2 start dripping. Can anybody tell me what the problem is or how to fix it? Also when hooked to a hose it wont pump water out in idle but if I give it gas it comes out pretty strong, a guy at work said that his boat wont pump water at idle on the hose either. Is that normal?

carb kits!! needed - needle & seats worn -leaking !!

I'm pretty mechanically inclined, is that something fairly easy to do?

Floats go bad too.....I replace them with a motor that old unless aluminum...they get saturated and then become heavy and will cause flooding.. Do the job once with all new parts..Needle gets eaten by the Ethanol......
