Is this a head gasket, or is there another possible cause, any help would be great.

Could be cracked block. I would pressure test the cooling system.

It could be several things, one common issue it a bad thermostat. If the motor runs too cool it won't evaporate any water that condenses in the crankcase.

Very Common on 4 strokes....callingn making oil all over the internet..I have seen head gaskets issues and as mentioned thermostat will cause a cold engine causing condensation to form...Need Leak Down test to determine broken head gasket..
