1998 Mercury 200 2.5L Carb. Water in #1 Cylinder

I have a 98 Mercury 200 Carb. Serial # 0G606559. We pulled the spark plug off the #1 cylinder and there was water on the spark plug but no gas or oil present. After rebuilding the carbs and replacing the head gasket which just fell off when we pulled the top of the head off there seems to be oil and gas getting the the plug now but the water is still there. Can't figure this out. Even had a boat mechanic over to look at it. We are all stumped.

did ya check head and deck ta make sure both were "flat"? try divider plate.... gasket and/or cracked on tha inside...

the heads were good... except for the fact that when we pulled the cylinder head off the old head gasket had not sealed and literally just fell off. But the new one seems to be good. we are going to take the divider plate off as soon as we can get the gasket and check that. Thanks for the reply. Will let you know what we find out.
