96 Mercury 115 in-line fuel filter behind oil tank

Took off carbs to inspect reeds. They don't show apparent damage or any open. I did find a filter behind the oil tank. It looked dirty so I opened it up. It was pretty bad. The other one had been replaced already. Anyways, what is this filter for? Looks like it has something to do with 3 & 4 cylinder. Could this make my motor run bad at higher rpm's when trigger kicks in? Thanks

Trigger fires all cylinders all the time.----The bottom 2 carburetors kick in above 1800 RPM

Gotcha. Thanks. I replaced both filters. My mixture screws for the top cylinders were WAY out. They seemed to really like 1-1/2 turns out. Ran really smooth(muffs only). Gonna double check compression and check timing with light. I'll keep y'all posted! Thanks so much! Hopefully I can help someone else out in the future.
