2007 Mercury 8hp 4 stroke reverse problem not going into reverse

I recently just bought a Mercury 8hp 4 stroke and I was able to flip it from forward to reverse off right the bat without it locking in neutral and causing me to push the throttle only button just to put it in reverse. It?s a pain to turn around and push the throttle only button just to put in reverse is there any way to fix this problem? The outboard didn?t come with a manual so I need help.
