Mercury Power Tilt ground wire

I have recently purchased a Mercury 60 hp ELPT Bigfoot 2007, which has the Power-tilt system common to 30-115 hp engines - There is a 'ground wire' attached to one of the bolts that mount the motor base to the transom bracket - in the manual there is no indication where the other end of this ground wire should go, it appears to have an eyelet at the other end. Mine has been hanging straight down in the salt water for a few years, long enough to have growth on it. Any ideas where this end should be connected, or does it ground to the water?

Just my guess because I honestly don't know for sure, would be it connects to the engine itself. Since there is a pivot between the two sections, it could be to make sure a proper ground between the two sections. If it has been work properly, then it is getting the ground, but attaching it to the engine couldn't hurt either. JMHO!
