+1 Give the squeeze bulb a few cycles when this happens and if the problem is solved the above is the answer. If it were a clogged filter it would/should be clogged permanently and your rpm reduction would be constant, not intermittent. To the list of possible problems, add a squeeze bulb and fuel line degradation if your line is the Quicksilver gray silicon looking material and is 10 or so years old. Inside you should find brown residue, like cholesterol in your blood veins that has developed over time as the hose degraded and now has broken free and accumulated in an area....input to the squeeze bulb a good place to do that.
