Jack Plate motor loosing power

I just got a 20' checkmate enchanter with 220hp mercury. When I try to raise the motor on the automatic jack plate it either wont move or moves real slow, it goes down ok just wont go up. What troubleshooting can it do? Any ideas. This is my first outboard motor boat.

Denny, Can you clarify your problem? I presume the motor has power trim and tilt and that works. I will guess that the jackplate is supposed to move vertically? Is t electrical or electrical/hydraulic? Does it happen only at speed, or does it happen when the motor is in neutral?

Obviously the first place to start is to look for dirty electrical connections, damaged battery cables, etc.
