top cover removal 67-69 mercury 9.8hp

just purchased a 1967-69 vintage mercury 110 9.8hp outboard. the previous owner indicated that the carb needed work but the engine had good compression. I started to have a look at the unit but can't get the top cover off. a bit of online research told me where the release levers were located on the inside of the carrying handle. I'm able to move the release levers down a bit but the cover is still seems to be locked on. there is a rough scraping noise made inside the cowling when the levers are moved down. Not being familiar with how the cover release mechanism works I'm reluctant to apply too much pressure to move the leavers down more than width of the levers, (1-1.5"), Is there something else I can do or is there a way of dismantling the entire cowling to get a look at the inside of the top cover to see how to get it released?

The levers should pull down a bit further. Might be hanging up on a plug wire or something if previous owner didn't pay attention to such things...
