Where the exhaust housing meets the lower unit there should be a rubber gasket or you have a leak in your water pump housing and the water is over flowing into your shift shaft resivor, that hole is to drain the water because it is below the water when in the water. Look at the back of your motor and you can see where the shift shaft goes into the lower unit and it is not sealed and not supposed to be sealed. Buz
