225 Mercury timing advance problems

I have a 94 225 Mecury carbed. The timing is not advancing between 1000 RPM's and 2300 RPM's. Motor starts and idles fine. When you start to give it gas is will bog out popping and spitting. I have changed the ECU, TPS and the Stator. Even rebuilt the carbs and reset the rack. Any suggestions on what could cause this problem. I have had it at couple of mechanic shops with no sucsess. Any advise will appreciated. I'm about to give up on this one.

More like a ecm but still called ecu. Has a tpi also. Its an 'lectronically managed carb motor. Pita ta diagnose 'lectrics!

Its a 3.0 liter. Thats how they roll.

Check the temp sensor as this retards timing if hot, could be short in harness or bad ground also, Check the pins in harness...
