Won't start Mercury 40 horse outboard

I have a 1999 40hp Mercury, I turn the key and sometimes the starter engages and there is no spark. If I unplug the wire harness at the motor from the console and jump the solenoid it starts right up. Anyone have a good idea what I can look for?

Sounds like its kill switch related.
