1983 mercury 40hp 2 stroke 2 cylinder hard to start need help!!!

I have a 1983 40 hp 2 stroke 2 cylinder I'm having starting issues with. I replaced plugs and have been running fresh gas. The plugs are firing. At first it would take a few minutes to get started then it would run great, you could shut it off and it would start right back up with no problems unless it sit a spell then it was hard to start again. Now it dosent want to start at all. It acts as if it is going to fire but never fully starts. Not real sure where my problem is??? Help please!!!!!
