1974 mercury 115 shifting/throttle cables

I had disconnected the shifting/throttle cables when I had my motor pulled. After hooking them back up, the shifting cable moves but doesn't seem to put into gear. I heard a grinding noise, so I quit. The throttle cable doesn't move at all. I have tried to moved it by hand and everything seems to be locked up. Any help in adjusting is appreciated. Thanks.

Disconnect cables from the motor and observe them when moving the throttle arm from neutral to forward. The shift cable will move first, followed by a longer movement from the throttle cable. I suspect you have inadvertently switched them.

Thanks for your suggestion. I had marked one cable with tape so I would know how to hook them back up, but it took over a month before I had the motor remounted so I might have forgotten which cable went where.
