Mercury 200 OB not starting

I am a first time boat owner. I have a wellcraft Mercury 200 offshore that I am trying to get started after it was sitting for the winter. All it does is a spinning whining noise. But not cranking over. what can it be. Thanks In Advance.

Do you know if the bendix is rising to engage the teeth on the flywheel?

What is the s/n of your engine?

Here is a picture of a starter and you can see item 2, pinion which rises up the shaft and when the starter is engaged

Mercury, Mercruiser, Force, etc. - STARTER MOTOR ASSEMBLY (9 TOOTH PINION) - 200 H.P. (V-6) (1978-1988 COMBINED BOOKS)

and it will engage the teeth on item 9, flywheel in this link which turns the engine over for starting.

You can try to start it with someone standing there watching the pinion to see if it rises. If it does not, raise with your fingers and apply a little shot of WD40 on the shaft and see if that frees it up.

Is the starter bendix raising up to meet the flywheel
