1990 Mercury 2.5 gasket and torque settings

I've just stripped my 1990 Mercury 2.5hp 2 stroke to clear the cooling channels and am in the process of rebuilding. Can anyone advise me on whether I need gasket sealant on the block and powerhead gaskets and if so what.
Are there specified torques for the block bolts as well?

Serial number is 9720491

That s/n actually comes up as:

2,5 2.5 1-cyl 9682500 9741138 1992 Belgium
