Lanyard for 2009 Mercury 9.9 hp 4-stroke

This motor will not start and I am wondering if the missing Lanyard, which somehow attaches to the start/stop toggle switch, and on the other end to my belt, is the problem.

Anyone know if the lanyard is required to be in place for the motor to start?

I have a 2006 15hp with no lanyard. It starts fine

Depending on the controller some can can just have the kill switch flipped up and on others it wont. You can find a replacment in a lot of places.
